Insurance
:

The Kingsbury Park District assumes no responsibility for injuries or accidents occurring at programs or activities.  It does not carry medical or loss of personal property insurance for program participants.  The cost would make program fees prohibitive.  Reviewing your own insurance plan to be certain that you and your family have proper coverage is advisable.

Fees? Why Do I Pay Taxes?
 

The basic philosophy of the Kingsbury Park District is to offer diversified leisure services, including recreational programs and facilities, while ensuring that all citizens have an equal opportunity to take advantage of these services.  However, since the demand upon the District is greater than the public’s ability through tax dollars to support that demand, and since tax revenues are greatly limited for all types of governmental service, it is necessary to charge fees.  These fees supplement other sources of revenue used by the District and are a means to continue to provide and expand basic services on an equitable basis.


Why are Fees Higher for Non-Residents
?

The Kingsbury Park District residents, via property taxes, make a significant financial contribution to the operation of the Park District whether they use it or not.  The Non-Resident Fair Share concept is intended to apportion an equalizing fee to non-resident participants so they contribute to the overall financing of the Park District on an equitable basis with residents.  Throughout this website, the higher fee is the non-resident fair share fee.  A resident is defined as anyone living within the geographic boundaries of the Kingsbury Park District. 


How Can I Find Out if I am a Park District Resident or Not?

The simplest way to determine your status is to examine your property tax statement.  If you pay taxes to the Kingsbury Park District on the property where you live, you are a Park District Resident.  The Park District does not include all of Bond County.  In short, the Park District encircles an area just slightly larger than the city of Greenville, and includes property surrounding Governor Bond Lake as well.  You may want to look over the District map for more information.  Although the resolution is far from perfect, the map can still be useful.  To access the map, click here.


Code of Conduct 

Equal Access: 
No participant shall, on the basis of race, sex, creed, national origin or disability, be denied equal access to programs, activities, services or benefits, or be limited in the exercise of any right, privilege, advantage or opportunity.   

Behavior: 
The Kingsbury Park District encourages and promotes the concept of fun for everyone.  However, certain rules are necessary to ensure everyone’s safety and enjoyment.  Participants in all programs and on Park District Grounds are expected to demonstrate age appropriate behavior. 

The Park District basic behavior code insists that participants shall:

1. Show respect to each other and Kingsbury Park District staff, including referees, umpires, and coaches.

2. Refrain from using foul or abusive language.

3. Refrain from causing bodily harm to themselves, other participants, and staff.

4. Demonstrate respect to equipment and facilities.

5. Refrain from participating in unlawful activities.

6. Follow all posted regulations within specified Park Facility. 

A caring and positive approach will be utilized regarding the use of any disciplinary methods.  Additional or individual behavior management plans may be developed on the advice of parents, guardians, Kingsbury Park District Staff, or other professionals.  The Kingsbury Park District reserves the right to dismiss a participant if the above noted procedures are not followed.  Each situation will be evaluated individually and on its own merit. 


Individuals with Disabilities:

The Kingsbury Park District services, programs and activities are subject to all applicable laws regarding nondiscrimination, including the recently enacted American With Disabilities Act (ADA).  If you or a family member or friend has a disability and are interested in participating in or attending a District program or activity, the District will make reasonable accommodations to facilitate that opportunity.  To assist us in making appropriate accommodations, we urge you to contact us in advance of program participation at 664-4969 and discuss the necessary accommodations. 


Vandalism:
 

Vandalism comes in many forms, from littering during sports events to more severe cases, such as driving across Park Sports Fields.  All of these acts cause higher maintenance costs, repair and clean up time in your Parks.  In the 2004 year alone, over $3,000 was spent on picking up litter in the parks.  We would like to ask all participants to place all their personal trash in designated receptacles or give careless individuals a hand by picking up their trash for them.  Should you see significant acts of vandalism, call the Greenville Police Department at 664-2131 or the Bond County Sheriff’s Department at 664-2151.  For reports concerning Patriot's Park and the Nature Preserve, please contact the Park District Office directly at 664-4969. 


Financial Scholarship for Activities
:

Persons interested in financial scholarships should contact the Kingsbury Park District.  The Park District offers scholarships only to Park District Residents.  We also offer payment plans that can be worked out through the office.  All scholarships and payment plans are kept private.  In addition to scholarships and payment plans, persons can purchase gift certificates throughout the year to pay for summer recreation.  For more information, visit the "Gift Certificates" link on the Kingsbury Park District homepage.
